The Baxter County Sheriff’s Office announced on Apr. 21 that Chad Douglas, a Level 3 sex offender previously listed as homeless, has established a new residence at 736 CR 832 in Henderson, Arkansas.
This notification is part of the office’s ongoing effort to keep the community informed about individuals considered at high risk to re-offend. Douglas was adjudicated delinquent for Sexual Assault – 2nd Degree on March 28, 2005, involving sexual contact with a 12-year-old female. The Sheriff’s Office stated that Douglas is not currently wanted by law enforcement.
Sheriff John F. Montgomery said, “This notification is not intended to increase fear; rather it is our belief that an informed public is a safer public. This information cannot be used to threaten, intimidate, or harass Registered Sex Offenders. Citizen abuse will not be tolerated. Such abuse could potentially end law enforcement’s ability to do community notification.”
The Baxter County Sheriff’s Office secures funding through community donations via the Baxter County Sheriff Foundation and contributes to local safety efforts, helping establish the area as a secure retirement destination according to its official website. The office operates a detention center with separate housing for different inmate classifications and provides an on-site medical area according to the same source.
In addition to its regular duties such as patrol enforcement and criminal investigations, the agency maintains partnerships with organizations like the 14th Judicial District Drug Task Force for regional narcotics issues according to its website. The administration division employs five personnel who are cross-trained for efficient operations as reported by the official site. Programs such as inmate gardening provide fresh produce for use within the facility while supporting animal control initiatives and other collaborative efforts across north-central Arkansas according to its official website.
The Sheriff’s Office has also received recognition through nominations like America’s Most Wanted All Star Award for innovative public information initiatives as noted by its website.
